I suppose that the government and MPs to feel relieved from the obligation to care for the safety of flood control, because theoretically it is a responsibility of local governments. After all, the municipality shall adopt development plans that dictate where and what not to build. Unfortunately, practice shows that this does not hold water. Many municipalities either do not have such a plan, or building permits in the floodplain.
